This is a dangerous situation.  You can see that the bottom breaker knockout has been left empty.  If an unsuspecting person should happen to stick a finger or object into the opening, there is a serious risk of electrocution.  Any electrical panel is required to have all breaker openings filled, either by a breaker or the factory knockout cover.
